An obscure academic institute receives an astonishing bequest of $40,000,000 from an anonymous donor. While the institute's director tries to pin down the identity of the donor, her staff embarks on a frenzy of ill-considered spending. A complex story gradually emerges, of the institute's long-forgotten clandestine Cold War mission and a motive for the bequest that nobody would have suspected.
